What are incentive funds and where do they come from?
Incentive Funds have been received annually since 1986, from the Division of Children, Youth & Families, for the purpose of encouraging the development of community based diversion and alternative disposition programs for youth.

These funds were created by the legislature to provide new programs and expand existing programs that strengthen families and work to keep children safe in their own community.

An allocation of 15 percent of the Incentive Fund appropriation is guaranteed and divided equally among the states 10 counties. The formula for the distribution of the remaining funds shall be based on the percentage of the county’s juvenile population to the state’s juvenile population.

How are these funds distributed by the County?

Award recommendations to the Belknap County Commissioners are prepared by a panel comprised of the following:
  • The Director of the Division of Children, Youth & Families
  • The three respective County Commissioners
  • A representative of the Bureau of Community Services
  • The respective Division for Children, Youth & Families area administrator
  • A human service professional, not affiliated with county government or the Division for Children, Youth & Families
  • A member of the House of Representatives, appointed by the Chairperson of the Delegation

The panel will receive copies of the proposals submitted, to review. Later, they will attend a meeting where each program director shall have an opportunity to give a presentation and answer any questions the panel may have.

Award recommendations are decided by majority rule of the panel.


What is the application process?
Each year when the County receives notification of its allocation, it places a Request for Proposals in the paper. The RFP will include the eligibility requirements, how to obtain an application, the match requirement and a deadline for submission.

The application requires an agency description, a program proposal and a budget summary.

The program proposal will identify the programs focus and demonstrated need along with a narrative, which includes the overall goals and objectives, the referral process and number of juveniles/families to be served.

What are the reporting requirements?
Each agency will be required to submit quarterly reports, detailing expenditures, number of youth served and status of goals attained.

Annual evaluations of the agencies may be conducted by the Human Services Administrator, to include the review of financial records and the return of any unexpended funds to reapportion.
